Announce BrainLat Symposium at the GB CNews

Hi Derek

We need to think about how we will manage posting News on the GBC webpage when they start growing. We will need to implement a dynamic mechanism that allows dealing with many News at the same time.

For this very urgent thing, and temporal solution, my suggestion is the following, put the News in the space where it is now the Join Us tab. I think that later we can move this Join Us to the home page, in the space of Recent News, and reorganize the page, but for the moment this will be Ok.

So, name the News as BrainLat Symposium 2021.

I have put the content of this News in a folder in Teams, GBCWebpage, News, BrainLatSymposium.

@oldgandalf @christinerogers I don't recommend linking the pdf to the banner image as the user doesn't have a visual prompt to click on it for the pdf. I recommend having a 'click here for details' statement, or perhaps linking it to the bottom button. I've pushed the changes to the repo so you can see the results
