invalid VAT number is not being addressed properly #788

This shouldn't be a error 500 and it should tell the user that their update failed because the VAT number is invalid.

After thinking about it, this only happens (we only check valid VAT numbers) if the user is within the EU.

This is why my account doesn't work(I think, untested). I apparently live in Angola 😀

closing as it's N/A since we ditched paypal. Code probably needs a rewrite anyway when/if we revive it.
