Synchro 6.4 Support #480

Description

Synchro 6.4 has now been released Installer available here

As with this issue (https://github.com/3drepo/3drepobouncer/issues/439) we will need to get the API data from Bentley

Goals

[ ] Allow 3D Repo bouncer to accept SPM files generated in Synchro 4D Pro and Synchro Pro 6.4.x
