c.state Pennsylvania is showing a picture of military men in an area instead of a map of the state. #6

Why is this happening?

The map that the bot provides is scraped from wikipedia. Unfortunately some states and countries don't have maps and have an image instead, which is why an image appears instead of a map. I hope that explains the issue.
