Add PHP-CS-Fixer on Actions #2

@alagroy-42 I know nearly nothing about PHP and PHP-CS-Fixer :) Have you done already php-cs-fixer on a Lizmap module ? Can you check the .php_cs.dist ? Is there a nice command to add in the makefile ?

I will wait for #1 before actually running it, because there is quite a few files to be modified, cc @mdouchin @drillinP
