See all projects even if filtered, in the administration panel #4531

Similar to the right See all the data of the filtered layers (attribute or spatial filters), which allows to overpass filtered data for admin, it would be nice to see all projects on the instance.

Linked to #4512 for instance, being in the admin group is not enough.

Some projects on http://localhost:8130/admin.php/admin/qgis_projects can be hidden because of :

Visit http://localhost:8130/admin.php/admin/qgis_projects and being able to see all projects, even the one we don't have access too following ACL.

Maybe without a clickable link ? or a small lock icon ? Or give the access to these super admins from the admin panel only ?

@mdouchin Got a similar request from a customer last week I think
