Switch to QGIS 3.16 desktop minimum (remove all code for QGIS < 3.16)
Switch to PG 11 postgis 2.5 for testing (looking at https://endoflife.date/postgresql PG 11 is EOL next year)
It doesn't change the PG minimum version, 9.5 which is EOL for a long time already
Some maintenance on docker (docker compose, use docker profiles)
