Support for installing packages from local storage #40

It would be nice if qgis-manager could handle installing package from local storage. This may be useful handling private/tests package that are stored locally and for sandboxed environment.

Suggestion:

<download_url> could support a file: protocol for fetching package (and/or fallback to local path if no protocol is declared is the url)
