Include LICENSE in the built distribution #61

Thank you for this wonderful project!

I'm trying to make a package adding this to conda-forge (see PR https://github.com/conda-forge/staged-recipes/pull/23971) and noticed that the LICENSE file is not packaged in. This PR adds a LICENSE file with GPLv3 (as specified in setup.py) and packages it so that it is part of the tarball shipped to PyPI.

Do you need a new tag right now ?

@Gustry yay! It looks like a new tag or PyPI release is not necessary, based on https://github.com/conda-forge/staged-recipes/pull/23971#discussion_r1325149482. I'll ping you again if it seems to be necessary.
