Recognize all possible locations for repository configuration files #20

According to http://www.selenic.com/mercurial/hgrc.5.html there are few 
locations for configurations file. At the moment, hg4j recognizes only 
$home/.hgrc and repository-specific .hg/hgrc.

To address <install-root> parameter, it's suggested to be  supplied from 
outside of the library, e.g.:
File SessionContext.getMercurialHome()

Fixed in revision fa2be7a05af6 some time ago, except for Windows registry 
location
