RevlogStream doesn't handle deltas against parent/base revision #3

Regular revlog entries patch previous entry in the revlog, which may not always 
be the parent revision (and thus, ineffective for delta calculation). Mercurial 
has a flag to indicate when delta is calculated against node's parent instead 
of content of previous revlog entry, see
