No sound when playing certain short Raw PCMs

* Describe the issue you're having:
Raw PCM support seems to be problematic with certain short PCM files.

* How can the issue be reproduced? Sample File?
Download the attached zip archive and extract the two samples and play them. No 
audible sound can be produced if LAV Splitter is used for .wav format and Raw 
PCM is enabled. The filenames of the samples give you rough ideas about what 
they might sound like were they played correctly.

* What version of the product are you using? In which Player?
I tested with both 0.43 and 0.44 versions of LAV Splitter with Windows Media 
Player 11, Media Player Classic 1.5.2.3456 and MONOGRAM GraphStudio and was 
able to reproduce the issue every time.

* Please provide any additional information below.
This issue was previously mistaken for a MPC-HC issue, but soon determined to 
be a LAV Splitter issue:
