Feat/Upgrade operator-sdk from v1.5.0 to latest v1.13.1

• Upgrades operator-sdk from v1.5.0 to latest v1.13.1
  • I have created a project from scratch, and re-adapted needed customizations by doing the minimum changes (so it will be easier to update in the future)
  • Makefile, the most modified file, has been updated with original content and leaving all custom stuff to the bottom of the file
  • This operator-sdk upgrade fixes installMode MultiNamespaces (https://github.com/operator-framework/operator-sdk/issues/4647, which was already fixed on operator-sdk v1.6)
• Changes catalog image name:
  • Until now it was using same image repository than bundle: quay.io/3scale/prometheus-exporter-operator-bundle:catalog
  • Now, catalog has its own repository image, and aside from latest tag, it is also versioned: quay.io/3scale/prometheus-exporter-operator-catalog:latest and quay.io/3scale/prometheus-exporter-operator-catalog:v0.4.0-alpha.1
• It has been re-enabled at CSV the installMode AllNamespaces after reported at https://github.com/3scale-ops/prometheus-exporter-operator/issues/33
• It has been updated default cloudwatch exporter image to the one we were already using (from 0.8.0 to 0.11.0)
• Release prometheus-exporter-operator:v0.4.0

Alpha release v0.4.0-alpha.1 has been successfully tested on dev ocp cluster (OCP 4.9) /kind feature /priority important-soon /assign
