Inflight reports limits explanation #239

This is motivated by the nth time I've had to explain why some basic tests with limits return weird results and why this is exactly what you want with your APIs.

This introduces a contrib script people can use to convince themselves things are as explained in the doc I am also including describing how counter updates are performed in background jobs to lower authrep latencies.
