How to keep the template CHANGELOG, but not use it in repos created from template #2

I want a CHANGELOG for the template repo, but I don't want the contents of that CHANGELOG in the CHANGELOG of the repos created from the template.

1, Exclude somehow? Don't think it's possible. https://github.community/t/can-you-ignore-files-folders-when-making-a-repo-from-a-template/3279/7

  1. Remove contents on initial semantic-release run?

Going to use github_repo_file resources instead of a template repo
