PR to add pull request comments and job summaries to the pr-title workflow. This PR has a bad title to check that this works as expected. I expect it won't first time; things never do. :-)

Resolves #90

PR has a good title now. Verified that, when the title is bad, a comment is added. The comment is removed when the title is good.
