OPEN311 version: Only show closed tickets that are near hit reports by default #51

Allow all closed tickets or by date range, but by default just show ones in hit proximity with a report date => than ticket close date.

We want to help assess success of current repair methods. That is a repair was made/closed, but now it has a hit again so maybe job half-ass repairing it. However, how recent the repair was made versus when another hit suggesting damage gets logged is a valuable metric that could be used to better assess how much repair methods suck.

At the same time makes no sense to display every closed maintenance ticket since beginning of time. Too much clutter. What's the best correlation we can come up with? Maybe what is in original post of this issue (proximity/date) but lets come up with better if we can. Just dump ideas here.
