Make sure people submit server suggestions to this for tracking #9

As it has been suggested by rain, people should be submitting their suggestions to this to make sure there is good tracking on the progress of the suggestion. While Rain did not make the issue themselves I have taken the responsibility of doing that as I believe that rain's suggestion is a good one.

I think we'd benefit from using these threads to track our discussions, so I agree with the suggestion overall

The is mainly aimed at Rain but I think we have all been guilty one time or another. I think if this is publicized more then people might be more willing to submit posts. I don't think having a person make the posts on behalf of others is the best idea. the person who made the suggestion should be the first person to defend the suggestion. I don't know if it is possible to implement this but I think it would be cool to have the bot submit issues. Granted this does go against the point I made earlier but it would help add more to this. This will be hard to enforce as I don't want to punish someone for trying to help the server even if it's not in the most perfect method. Maybe some kind of reminder might be the best way.

As mentioned in #2, posting an issue on this repository should only be used to track progress of the suggestion if discussion on the server has been fruitful. I don't think there need be a punishment system if ideas aren't good enough to make it to here, or if they're simple enough to solve without tracking. That said, it does seem like this repository has fallen into disuse?
