The "test" button in the controller configuration menu does nothing.
The rumble works in game, so we know that the problem is just in that config menu.
This can be reproduced by:
1) Going to the controllers menu and selecting config under GameCube Controllers.
2) Select a connected controller that can rumble as the device.
3) Under rumble, click on motor option.
4) Select an available motor and then click "test".
5) Revel in the lack of rumble
