Lot's of spelling corrections #86

Corrected some spelling mistakes in the English rules, also updated the URL for the complaints on line 32. Changed some translations in the Dutch part of the rules, also changed my name to ownbyurs11 on line 76. I stopped at line 350, i will continue later.
