Issue Title: Implement /random_color Command

Issue Description: As a user of our Discord bot, I want to be able to use a "/random_color" command to generate a random color in either RGB or Hex format, so that I can use it for various design or creative purposes within Discord.

Feature Description:

The "/random_color" command should take no arguments.
When invoked, the bot should generate a random color in either RGB or Hex format.
The bot should respond with the randomly generated color in the specified format.

Acceptance Criteria:

The "/random_color" command is successfully implemented and tested.
Invoking the "/random_color" command should result in the bot generating and displaying a random color in either RGB or Hex format.
The bot's response should include the randomly generated color in the specified format.

Additional Notes:

This feature will provide users with a fun way to generate random colors for design or creative purposes within Discord.
