If there will not be a new council it would be good if no one has to maintain the issue list. Otherwise, the open issue list will just grow indefinitely.
Even if there will be a new council this would reduce the overhead for them.
I imagine it like this:
[ ] Each issue has a timeout, let's say of 2 weeks.
[ ] Once the timeout runs out, it will automatically be archived.
[ ] A new comment on the issue resets the timeout.
Since the system is automated with no human common sense involved, it would probably be good if comments are still possible on archived issues.
[ ] Archived issues can still be commented on and comments put the issue back to the open issues list.
