Create Test Mode command for StateHandler #343

[x] Create a command to toggle StateHandler into test mode.
[x] Have the option to select Setpoint States (stowed, score high/low/mid, intaking, etc.).
[x] When Setpoint State is selected, then pass into the statehandler function similar to when the scoring button is pressed.
[x] Have the option to change the limits of each zone available as well (not required but would be nice).
