Allow to part channels through a service with PartFake option #568

I'm using PartFake = True and love it, but then I would like to have the ability to part a channel from IRC nonetheless. I think this could be achieved through a /msg mattermost part #channel service command.

Any thoughts?

I think this is a great idea, will work on implementing it in my free time this EOY break (unless someone beats me to it).
