Add eslint-plugin-eslint-plugin

Includes:

• Adds eslint-plugin-eslint-plugin which is recommended for all ESLint plugins
• Enables all rules from this new plugin except for two which can be enabled later
• Autofixed all violations except for eslint-plugin/require-meta-schema and eslint-plugin/prefer-message-ids which I had to fix manually in a few places
