Project management update and fork #7

  1. changed hard coded names of upstream repo
  2. added .github files for easier project management
  3. updated README.md to explain fork and migration info
  4. tested that we can release to testpypi
  5. integrated split CI/CD pipeline. Main goes to pypi, test/** goes to test.pypi
