Stages TBD. Need to include key of layers and colours.

Needs to be based upon the .toc JavaScript files. But those include layers I don't have, like DEM. Need to reach a nice compromise here.
Check bandwidth usage of so many PNG images, and possibility of having GeoServer merge the layers for us, depending on the layers visible?

Switched to LeafletJS (thank heavens!) and built this in half a day.
