Added Admin account creation #287

More work to be done but the hooks for everything is there:

Additions: ability to see / create / modify adminsitrative users on the admin panel (still uses the temp login)

To be worked on:

Users being linked to a location (their number becoming the contact info for said location)

Allowing only superuser to modify users (the super user flag already exists now in user schema)

Not all features are implemented right now but this is a start
