fix: fix ts-versions on CI #999

Noticed the CI is broken, two different versions were pointing to the same thing

edit: this seems to fix things for me locally, but on CI it fails still - will try it in a few hours to rule out NPM issues

alright, this is spooky - 0.4.1 of 4c/tsconfig version seems to break installs(but only on CI). reverting to 0.4.0 just works image
