Upgrade Python on Potato and Elsewhere to 3.11 #168

Going forward, we're using version 3.11, due to some breaking changes, specifically in the greenlet package.

My local environment is 3.11.2

I set up 3.11.2 in the GitHub Actions runners.

3.11.2 is not being used on the development server.

Leftovers may be @rehankalu and on the Potato.

Leaving this here for status so we can remember to do this eventually, no rush for you.

3.11.2 being used on dev server and on REH's PC.

Leftover is now just the Potato - useful for when we push to main.
