Deleting segments does not remove the index they take up in the volume #98

Deleting a segment does not change the index they take up, just makes it all 0 and removes the name from the list. This causes table creation and saving to not work properly. Potentially tags can be remapped using the label_ids and volume but is very tedious

Image shows two segments (white and blue) in the editor but only one in the output table since the segment == 2 is empty image

disabled delete button as temporary fix
