Release for noetic #285

Could you please release this for Noetic? (at least cob_msgs, needed by cob_undercarriage_ctrl)

There is a request to release schunk_modular_robotics (https://github.com/ipa320/schunk_modular_robotics/issues/222) to noetic, which depends on cob_srvs. I also would like to see the release of cob_common to noetic.
