Onto which rig are you trying to import the rtm? rtm_import works fine with Macser's ArmaRig for Blender - as mentioned in the README You can indeed create your own rig - but it needs a correctly set up armature. If you happen to have multiple objects in your blend file rtm_import will try to import the rtm onto the selected object.
