Charger stays on if machine shutdown #1

Add feature to send charger turn off signal as soon as shutdown or hibernate command is sent by the machine

Add another command in the task that when shutting off or hibernating, send the battery high notification to stop charger or multiple smart plugs, add another ifttt script for turn off and another script for this to shut off charger and monitor together and same script for turn on where on computer startup run the script to start just the monitor plug
