Bump poetry version in Makefile from 1.2.2 to 1.4.2 #1799

Needs a version bump and CHANGELOG. But 1.4.2 would be better for me, since 1.3.2 has been failing to build packages for me in ways that don't make any sense. 1.4.2 seems to fix that.

Also have to update Dockerfile, not just Makefile. (This is maybe more centralized in cgap-portal, not sure.)
