Node v18 Upgrade

Changelog:

• Update Docker's MakeFile to use Node version 18.17.0
• Update Github workflows to use Node version 18 (is there a way to get an idea of which version, specifically this is running?)

Testing Notes:

• If you are not using the local Docker deploy, you'll have to use NVM to update the node version for your system:
  • node --version to see the current version you have installed
  • Then use nvm to install version 18.17.0 with nvm install 18.17.0
  • Once installed, you can use that version in a terminal window by doing nvm use 18.17.0
  • Then, you should be able to do node --version and see the version has updated
  • Once this is merged, I recommend also running, nvm alias default 18.17.0 to set the default to this version
• If you are testing with the local Docker deploy, you should be good to go.
• Might also be good to double check that your version of NVM is up-to-date with the one we're using in docker (v0.39.1)
