Add format-version and storage-type attributes to output cooler files
Added a case to add these attributes to previously created coolers using hic2cool update
Update tests to include above changes, plus update to reflect default handling of divisive cooler matrix balancing with hic vectors. See: https://github.com/mirnylab/cooler/blob/5997c98999df6d436e68baec3087e78ff0f33985/cooler/api.py#L334
