From the EPANET documentation: TCVs simulate a partially closed valve by adjusting the minor head loss coefficient of the valve. A relationship between the degree to which a valve is closed and the resulting head loss coefficient is usually available from the valve manufacturer.

Maybe it is just the degree to which the valve is closed (?)

That is also my feeling but maybe we should run a test? I can work on this next week.

The TCV parameter is called "Minor loss coefficient". I searched a bit and then set the upper bound for minor loss coefficient set to 70 for Throttle Control Valves (TCV) according to https://en.wikipedia.org/wiki/Minor_losses_in_pipe_flow.
