Show install-botton even when there are already pages #26

The default Zope-App view displays a "Install"-button when first accessed: bildschirmfoto 2016-04-29 um 09 52 57

But when I have created the first Plone site, the button is no longer visible: bildschirmfoto 2016-04-29 um 09 53 39

I'd like to have an "Install"-button even when I already have installed sites. But when there are already sites, the button should only appear when I have enough privileges to create a site.
