This PR adds an index on the date frame to identify the link on submit.
This is a problem if the data changed between a user has loaded the data and submitted an action. We decided to exclude that issue for now and therefore this should be fine.
Then the TODOs are realized so that one can assign a user to a link or mark them as done.
