solr.cfg placement

The base solr.cfg with all provided features is now placed in the ftw-buildouts package:

This configure-files configures the ftw.solr package correctly.

• [ ] Is this the right place? Or shouldn't the ftw.solr package providing this configuration files?
• [ ] What were the considerations to put the configuration files into the ftw-buildouts package?
