Start the editor with a layer already selected #1093

It would be useful to already have a chosen layer selected when opening up a 
SVG file. The reason I have a use for this is because I'd like my website users 
to begin drawing on a specific layer (not the top-most layer, which is locked).

I hope I explained this properly.
