Edge case issues with promotion system #273

Describe the bug

Reported issues with individuals showing the ability to be promoted even if they don't meet the requirements. current example Rinzler was promoted before he should have been eligible.

Keep in mind when testing this that the error may occur in production environments because people do not have their information saved correctly - and that is up to individuals and command staff to ensure that information is correct.
