Lets the Website post to the Discord via Discord bot when a user's tags are updated.

  1. Modified the Discord service to post messages and connect via a Discord Client
  2. Modified the website settings service with new post config update methods.
  3. Modified the packages to include nightly DSharpPlus releases
  4. Modified Discord Bindings settings page to include a message config.
