Removing user from policy #363

Describe the bug

When removing a user from a policy a InvalidOperationException error occurs.

To Reproduce

Steps to reproduce the behavior:

  1. Make policy
  2. Add User to policy
  3. Remove user
  4. Save
  5. See error

Remove user
