Limit data usage per application (i.e. no more than 10mb per day).

instead offer this as a separate install either droidwall extension, droidwall 
sieves, or another app

LBE privacy guard now annoyingly uses iptables.. but also provides user applied 
throttling at 90% of user specified monthly limits.. to all apps though
