Transmission’s web interface doesn't come up or work

What steps will reproduce the problem?
1.Trying to choose it in the setup area
2.waiting for days for a web interface to show up
3.just doesn't work for me on 3GS 4.1

What is the expected output? What do you see instead?
Nothing at all just what the interface looks like when first opened

What version of the product are you using? On what operating system?
Latest version 1.5 I think. IOS 4.1 on a 3GS

Please provide any additional information below.
Was told it takes awhile to come up but no matter how long I wait nothing 
happens

would  be nice to not have to jump back and forth between safari and 
transmission to add torrent downloads.

By the phrase "come up", were you expecting it to pop up automatically? 

To use web interface, you should

1). Enable it in preferences. 
2). Background iTransmission with backgrounder
3). Open safari and go to http://localhost:9091/
4). If you set authentication required, safari will prompt you for 
username&password.
