retry alter statements #1852

Fix for:

[2024-10-28T23:01:14Z INFO a078960d-d441-45a8-a7e9-c83d246ae4a8 - moose_cli::infrastructure::olap::clickhouse] Updating table: "RawSessionActivity_0_0"
[2024-10-28T23:01:15Z INFO a078960d-d441-45a8-a7e9-c83d246ae4a8 - moose_cli::infrastructure::olap::clickhouse] Updating table: "SessionActivity_0_0"
          Prod Failed to start production mode: Failed to communicate with Olap DB

Caused by:
    0: Failed to execute the changes on Clickhouse
    1: Error interacting with Clickhouse
    2: bad response: Code: 517. DB::Exception: Metadata on replica is not up to date with common metadata in Zookeeper. It means that this replica still not applied some of previous alters. Probably too many alters executing concurrently (highly not recommended). You can retry this error. (CANNOT_ASSIGN_ALTER) (version 24.6.1.4609 (official build))
