I had same probelm connect ECONNREFUSED 165.154.5.27:443

I encountered the same problem.

I executed this command:

$ sudo sh -c 'sed -i "/# GitHub520 Host Start/Q" /etc/hosts && curl https://raw.hellogithub.com/hosts >> /etc/hosts'

However, it returned an error:

curl: (7) Failed to connect to raw.hellogithub.com port 443: Connection refused

It seems the service might be down. The GitHub repository hasn't had any commits since last night. Typically, there is a commit push every two hours.
