Query the available GIS operations loaded #36

It might be a handy information for users of our library to query the list of available GIS operations, that were loaded from all the plugins that are present to ILWIS. This could also be used to propose similar operation names to python users that use our plugin directly in the python command line.

is already possible. simply create a catalog which queries for "ilwis://operations/*" as the operations are just a resource and are available through the mastercatalog. Basically you get an operations catalog.
